Dear District Residents,
As you may know, Lakeside WCID Nos. 1, 2A, 2B, 2C, or 2D (the “Districts”) provide you with your retail water and wastewater services. That being said, you typically interact with the City of Pflugerville (“City”) for such services, because the Districts have contracted with the City through Professional Services Agreements (“PSAs”) to (1) operate and maintain the Districts’ water and wastewater systems, (2) conduct the billing and customer services for such water and wastewater services on behalf of the Districts, and (3) provide municipal solid waste and recycling (“MSW”) services through the City’s contract with Waste Connections (the operations/maintenance/billing/customer services are collectively, “Operations Services”). While it may not be apparent, this Districts-City relationship has existed for over a decade. However, due to some new challenging circumstances, the Districts and City have decided to terminate their PSAs, and this letter is intended to provide some background on that situation and explain the positive future ahead for the Districts and you, their residents.
To summarize, in 2022, the City decided to significantly increase its rates/charges to the Districts to provide such the Operations Services. Given the looming extreme increase, the Districts conducted an extensive search to determine whether such increases were reasonable. After completing that search, the Districts found that the City’s proposed increases were well above the market rates for Operations Services, and the Districts then decided to contract with an alternate service provider that will furnish the Operations Services at a much lower cost than the proposed City rates/charges. This transition in Operations Services providers will result in the Districts being able to provide those same services to the residents of the Districts with only a modest rate increase. The Districts are excited about this transition and the savings and benefits that their residents will receive.
Lakeside Water Control & Improvement District No. 2B was created on January 26, 2000, under the authority of Article XVI, Section 59 of the Texas Constitution, and operates pursuant to Chapters 49 and 51, Texas Water Code. The District contains approximately 181 acres of land and is located within the Blackhawk development, wholly within the extraterritorial jurisdiction of the City of Pflugerville. Blackhawk has been developed primarily for single-family residential purposes. The District provides water, sanitary sewer, and drainage facilities to serve those residences, and has contracted with Crossroads Utility Services LLC to operate, maintain, and manage the water and wastewater facilities and services within its boundaries.
